little skinny knobs on side of bicycle tires there for a reason?

Those little skinny knobs that come out the side of bicycle tires, are they there for a reason? or can i clip them off? because they are getting in the way of my brake pads.
some of them hang down over the rim and the brakes clamp on them sometimes. the brakes clamp over the rim not the tire.

Simply a byproduct from the tire mold – if you mean those little hair-like ones. You don’t need to cut them off. They will wear off in time. And they shouldn’t be in the way of your brake pads. I’m assuming typical V-Brakes or other rim type brakes.
